There are 500 yen and 1000 yen cards in Japan. But you can’t make an international call with them.
International calling cards (kokusai telehon kaado) are available at 7-Eleven and some other convenience stores for 3000 and 5000 yen, if my memory is correct. You can use them for domestic calls too, of course. The KDDI card I used gave me twice as many minutes before 8:00 a.m., so that’s something to keep in mind if you make international calls.
